Abstract A commonly held belief is that Danish environmental policy in the nineties has stimulated the international competitiveness of the Danish windmill industry. As this industry has created much employment and exported much in the period, the stimulating effect of environmental policy is held to have great value to society. In this paper we estimate the value of learning-by-doing effects in the windmill industry caused by environmental policies which stimulate the demand for windmills. Estimates of the value of policies which support research and development in the windmill industry are also provided.
