Who Gain on Rent Control?

Abstract
This paper calculates the benefits accruing from rent control to the occupants of private rented housing, social housing and co-operative housing on the Danish housing market, and the socio-economic groups which receive the largest benefits are identified. By controlling for sample selection bias it is shown that the rent control benefit is very poorly targeted among tenants in private rented housing, as high income and a high level of education is strongly associated with higher benefits. In social housing the rent control benefit is even worse targeted than in private rented housing as, in addition, tenants from non-OECD countries, unskilled persons, persons on early retirement and the long-term unemployed receive relatively low benefits.
